The Sherriff isn't referring to protestors, he is referring to rioters.
If someone watches the entirety of what he said, there is nothing controversial. If someone breaks the law they are going to jail. If they peacefully protest they will be left alone. If they attack law enforcement to cause grave harm , they will be unalived. How is this controversial?
